Perhaps we can put pressure on IBM to do this, so folks who agree should consider submitting a PMR on this subject.
I believe Module Admins should be allowed to "R"ead everthing in the module; including otherwise Read-Locked History, Objects, Attr-Values; and views. A "Module Admin" is defined as someone with RMCDA access to the module. Thus, any "none" access is interpreted as "R" access.
